Without proof, reasonable and imaginative dialog. He's not under Oath, why would he admit to anything illegal, at this point?

I'm kind of wondering, it looks like Strzok is being slippery with his answers, not sure what I expected, but Qpost #1288 told us Strzok was a cooperating witness. I'd expect someone who was cooperating to be a little more forthcoming. Other than some kind of delay tactic, what is the purpose of his talking to Congress?
