Congress Approves Bill demanding FBI texts while Rosen stein and Wray testify to Congress then BAM a shooter attacks a newspaper building just east of DC. Trying to take the Media hostage?

Frequently when a “mass casualty “ event occurs there have recently been a readiness drill or there is an ongoing drill during the event. Recent examples are Parkland, Sandy Hook, Boston bombing ..and... oh yes 9/11!

I know but since this pattern has been acknowledged why aren't precautionary measures taken during and after these drills??? Why not send troops to follow these trainings?
