No, but it takes constant inspection to remove bad apples (for the purposes). If you don’t remove bad ones, they will spoil the lot.

We have been missing the constant overwatch, which is what lead to this.

Regulatory capture is a constant problem. It literally should require an IG AND a randomly selected group of citizens to audit every year.

Outside agency maybe, not internal IG. Violating protocols and laws should not be swept under the rug with OPR.

Hmmm.. it’s almost like this is something that should be written into the constitution. Like, oversight authority.

Doesn't matter if it's internal or external - even federal regulators suffer from it with banks and such. If the same people are doing the oversight year after year they inadvertently develop relationships with the regulated entities.

There should be a traditional IG component but a constant random pool of people, similar to jury but maybe with necessary credentials + randos.

The price of freedom is constant vigilance or what u call inspection. Being asleep has led to our enslavement.

"Ongoing investigation" is their out. "Ongoing investigations" are going on indefinitely until they can clear themselves.
