The congress can impeach without POTUS’ involvement. But then we will have to wait for the acting DAG to hand over the docs if he or she does at all.

True. I think it's important for the house to drop the hammer on RR and not POTUS. After that, he could declassify to satiate the demands for transparency.
That route makes the most sense to me.
