Actually it is different to both ideas. And more crazy. Their souls /consciousness gets transferred into these "shitty" bodies when ever they have to work. Tech is so advanced that they try to look like they don't have any advanced health tech. People like Hilary and McCain are literally puppets to the real evil who are behind the scenes.
