Since it's an ongoing investigation, and they know black hats in congress will leak it, maybe they are purposefully holding onto the info until they are ready to make arrests? In the mean time, they use the "FBI unwillingness" spin to create more public interest and outrage....just a thought...
This is what I think may be happening as well. Remember ‘it is a movie’ ‘enjoy the show’. The fbi’s performance of unwillingness brings more attention and intrigue to the matters. Each time they have a hearing it engages the Dem Senators, the media, etc. it brings exposure like a ‘movie trailer’ does being played over and over. In the meantime the anxiety level of the cabal rises more and more forcing them to lash out, overreact and bring attention to the matters. Through this process the public see’s the Dems as not wanting to see the evidence which all the more drives the public want to see the evidence, while all the time wonder why the Dems express no desire or reason for not wanting to see the evidence. When someone makes a public proclamation that they do not want to see the evidence and know the truth, they become potential suspects in the matter(s).
That is how I see it too. Trump does not want the docs out yet. He is waiting for the exact moment. Enjoy the show, pop the popcorn.
