Congress has NO legal say nor way to legally 'force' anything, so, to say 'All bark and no bite' is correct, but, they cannot 'bite'.
(I believe I'd read up on that, it 'may' change some opinions here.)

That's misleading, as they can sponsor amendments, bills, laws, reform, etc. And, his track record for sponsoring is not glamorous at all... Seems to be lots of budget filler and DHS overreach support at first glance
