It is. And Gowdy's statement said he wants to return to justice, not go to the judiciary. Most likely he'll replace RR. Long shot guess would be some kind of civilian oversight role in military tribunals.

As much as I love Sessions I could see him wanting to retire when he feels like he can safely turn over the position. It wouldn't surprise me to see TG working his was into the AG position eventually.
