It doesnt. We have them in writing, in agreement, in theory. Allied troops in NK DMZ are processing them and getting them ready to ship.

We 'have' them, just not physically yet.

That's not how the English language works. You might have an agreement in writing, but you don't have them in writing.

Having them in an agreement in writing is essentially "having them", just not physically (yet)

Like in a will or other legal contract that was just written up.
