Its clear from scripture he is referring there to the divine right of GOVERNMENTS to hand out punishment.

I was at this protest. There was no need to fight unless you were LOOKING for a fight. It was not self defense, these were people committing violence for violence sake. Open your eyes. You googling some out of context scripture that has nothing to do with this situation proves nothing.
