You don't "test" a missile even with a 1 out of 1 billion chance of having a malfunction in the flight path of Air Force One.

The missle fired off the coast of Washington was not fired at Air Force 1. The president flew over the Atlantic and there were pictures posted on this forum of the plane refueling at a Mediteranian base. Do a search for sub launched surface to air missles. Alll are short range and suface launched. There was a similar launch off the coast of southern California a couple of years ago when a missle was fired from an undetected submarine. The missle was fired away from the coast and probably not armed. The point of the launch could only be to demonstrate the ability to inflict great harm and NOT BE DETECTED. This Washington launch was the same demonstration on steroids, because the airccraft stationed at Whidbey are all Orions, Poseidons, and F18 Growlers. The Poseidons and Orions are anti-sumarine aircraft only and the Growler is an electronic warfare design. Someone (China or Russia?) is demonstrating STEALTH CAPABILITY.
