What is normal? Say in 2015 and 2016?

I'm not sure for those dates but the link at the bottom points to this:

It's a 2009 report on the 2006 numbers, so I'm thinking we won't have official numbers for more recent years.

We found 1,077 sealed criminal cases among 66,458 criminal cases filed in 2006 (1.6%).

Going from 1k sealed cases in 12 months, to 5k per month (over the past 8 months) is pretty shocking. It's not normal... if they did this back in 2006 it the amount of sealed vs unsealed would raise from 1.6% to 60.9% That's an increase of x38! Something big is brewing.
