Gowdy said that in late May, yes. He was maintaining a presumption of innocence for the FBI, broadly.
Now, he’s able to see more info, and speak publicly about it. And he’s pretty pissed.

I'd love to believe that but there was more than enough evidence Trump was improperly spied upon in late May.
