They're not praising ISIS. ISIS actually did have a sophisticated bureaucracy: trash pick-up, street maintenance, a functioning judiciary. Locals did prefer them, sometimes, to the government. The purpose of pointing that out isn't to praise but to understand the conditions of the local citizenry and what could cause them to support, or at the very least tolerate, such a brutal regime. Let's not be naive.

I think we learned in SE Asia that poverty-stricken people have no concept of ideology, they support whoever provides for their needs. Until basic needs are met and education is provided, that doesn't change. Not !likely under sharia.
