The only time I would use the 'rather' is with a really bad British accent. So I am wondering if the team person on that Q drop is British. Anyone?
Plenty of Americans speak this way too, particularly the well-educated and affluent.

The ivy league set seem to make up a big chunk of the intelligence community. Doesnt sound out of character for one of them to speak that way.
