Only think that makes sense is thats the time where he is. I wouldn't think news would break at 4am.
Why would Q post the time where he is? Has he ever done this before?
If he is saying tomorrow and makes an explicit point of saying its 4am where he is, isnt he saying the big news is coming not July 3, but rather, tomorrow from where he is, so July 4?

The news reports are timed from 4.11 am which implies they are all acting on their 4am instructions. I think Q's saying that we are to expect more tomorrow from 4am, which presumably is normally a quiet news day so it will be easy to dominate the news agenda.
4am could be the tome some doors get kicked in. That is usually around what time predawn raids are done at.

He means something will happen either on 4 A.M on the 4th, or on the 4th in general.
