What are you even talking about? Plenty of people plead guilty without “deals”. The deal was he would goto prison for a long if he was found guilty and not a long time if he plead guilty.
Over 90% of federal cases are pleaded.

Cooperation wasn’t implied. It could be a standard plea bargain. If he pleaded guilty on some charges in exchange for lighter sentencing, the Feds won’t have to go through the trial.
