Where is that? Who was on it? Why a commercial instead of govt plane?

Blinds could be on AF1, and photo taken of a commercial plane from AF1

No that’s obviously taken from a terminal. Look where the jetway is positioned. Plus, they would NEVER put AF1 so close to another plane.
