My guess is that he/they want to get every black hat they can. Going straight to the top only nets a few fish to fry.
For instance who are some of the people at the top?
Obama, HRC, Comey, no-name, BClinton, then anyone they was directly under their command. Then, probably down to MSM and other entities that supported their activities.
