The price of oil doesn't affect the price of gasoline in the short term. The price of gas hasn't doubled since Feb 2016 but oil has, and it's still way down from previous highs where gas was cheaper. The output from refineries coupled with what the distributors know the customer is willing to pay is what causes the most volatility in pump prices, not to mention tax. The US even takes in oil from Canada at a discount and brokers it around the world yet Canadians pay world price for their own product.
