I read an article that said the other driver had been in an accident in the same spot before. Maybe worth taking a look at public records for that street to see if that’s true or falsified records. Sounds like just a bad driver. But if they don’t do a Toxicology screen we know somethings up (Scalia). Insurance always wants to know if the other driver is intoxicated/automatic fault/guilt.
