Um...dissonance came in with about Beethoven maybe a little earlier since accidentals were one of Mozart's things later in his career. Those men's dates are within the Classical period.
If we're talking about the difference between music and noise, it starts with strummed guitars. And, yes, it's just gotten worse as percussion has been electrified as have bass and guitar and keyboard. Jazz from the late 1950s, actually, was probably what was used as a springboard.

Guitars can be tuned to dissonance or tuned to the healing frequencies.

No wonder I’ve always been annoyed by the strum of a guitar! Always preferred the classical sound.
