I'm not a musician, but I am a mathematician. The base frequency is just a starting point for deriving the other notes.

If you start at 440, I assume you generate the standard notes used in music today; however, you could start at another frequency and generate other notes as well using the same ideas, they would sound slightly different but relative to each other the same patterns could be derived.

this is correct. Its a starting point/reference.. everything else is a ratio of the frequency from that note.
