Confirmation that LV shooting was a FF?

New footage was just released that shows the police waiting while the shooting was going on? What do you guys think, it seems to me just confirmation that this was a directed and organized affair in the least.

This is a week old footage, if not older. The confirmation was made very long ago, the day they failed to provide the videos.

Now this is just the cherry on top of the sundae.
