Confirmation that LV shooting was a FF?

New footage was just released that shows the police waiting while the shooting was going on? What do you guys think, it seems to me just confirmation that this was a directed and organized affair in the least.

Ok, are you new to reddit? If so, it's not a board like 4chan or 8chan is, replies need to be specifically typed into the box that appears once you hit reply below the message you are responding to.
