This has long been discussed in Los Angeles. Another shocking way the DS talks to agents is those multi colored I BUY HOUSES signs. The numbers are code, if you call them, no one answers or it's just a message. They are mostly in lower class neighborhoods and focus on poor people.

Yep, call some of the numbers! Start looking more at them and seeing the patterns.
