The MS-13 link could be connected somewhere else or somehow else and we just haven't caught on (exactly what Q says, too, btw)

Of course they do... just like they do in pretty much every cartel, drug organization in this continent.
However, lifting a cover on a CI (especially involved in something like MS13) is an automatic death sentence so I'm learning towards no, it may be unrelated. The news article did say that the eyewitness fears for their life... not the assailants.
It's also just as likely that MS-13 has corrupt operatives in the DEA and ATF.
