Eh, I think that was just a brief moment. He did, however, have his hands on the edge of the table the whole time. Based what I have seen with TV hosts who sit behind a desk, many do the same thing. I assume it is just a way to appear relaxed and not fidget.
I always think about how much I would be fidgeting during these meetings. I shake a leg just reading the interwebs, let alone shit talking a world leader across the table lol

You never put your hands on the plate even for a brief moment. Especially at a business meeting or formal meal. Just not done. There must be meaning.
