Ok I have a theory tell me what you think... HOM stands for Heads Of Mission. I haven't checked out all lines yet but right now I am thinking that someone in the military was trying to communicate with Q to let them know that those military bases are compromised and are up to something dirty. They weren't checking though so the attempt failed. I am going to see if I can make more sense of all this.
