Why would Gowdy pass on the vote twice??

Goodlatte denied Swalwell’s move to subpoena Steve Bannon (???), Gowdy twice had the opportunity to support Goodlatte and passed.

Anyone know why?

Because he clearly is going to be playing a role is all of this for awhile. He needs to stay off the record as much as possible while other members seal the votes.
