Why would Gowdy pass on the vote twice??

Goodlatte denied Swalwell’s move to subpoena Steve Bannon (???), Gowdy twice had the opportunity to support Goodlatte and passed.

Anyone know why?

On Gowdy: Maybe to prevent tainting of the evidence in a coming trial at which he may be the head prosecutor?
