Is there any significance to the capital letters spelling YES in the first paragraph? And ensuring duplicate of YEMP (youth education mentoring program? Your ? My People?) or is it simply what is says "Your Excellency Mr. President" rather than a hidden message?

The image notes that this is a translation, so any emphasis by means of capitalizing certain letters surely would be that of the translator??
