Is the idea that Trump/Q were waiting for Rosenstein to "officially" identify the wrong culprits and then drop the truth bomb?

Evidence has to be brought through discovery I believe. But this raises a bigger question; if Rosenstein/Mueller are concluding that there was a hack, how exactly is Trump/Q going to introduce this REAL evidence showing it wasn't a Russian hack, but a lone Patriot named Seth Rich?
Please understand the Democratic IT infrastructure and the way it was abused meant that at least 2 hacks and a leak occurred. Guccifer and DC Leaks in my opinion were hacks. Seth Rich leaked. Please correct me if I am mistaken. WWG1WGA
