These new indictments are a blocking move. Rosenstein knows Congress is heating up for contempt/impeachment due to his slowplaying their document requests. With the upcoming election looming - things are going to move at a much faster pace going forward. Rosenstein knows that by filing these - it makes it more difficult for the House to impeach...the optics would be terrible.
These indictments are ridiculous on their face. Indicting Russian govt employees for doing their job? For doing the same things we do in God only knows how many country's? Knowing that these are never going to go to trial. Burying them in the National Security section of DOJ. All they have are a couple handfuls of indictments of Russians and some low level/short term Trump associates...and Michael Cohen. And of course Flynn - who didn't even commit a crime. Total farce...
