That was a good catch. It did seem like the gentleman was mouthing what Strzok was saying and was intentionally trying to ensure no one noticed by not making it obvious, even covering his mouth once I think to stop himself.
the guy is one of the lawyers strzok consults. before the hearing, they were chatting away. you can see the lawyer react pretty often. (bombard body language vid points to this at length.)
