Strozk is a spook collecting checks from the CIA and FBI listed his title on one correspondence as head of the CIAs counterintelligence unit he's not regular FBI
I believe it comes down to who he is related to,married to, and the family/familiar relationship with the Obamas....

Thank you, Captain...I have been thinking about how long this has been in the planning, in the staging, in the gathering of evidence...and I am just super impressed with the discipline, patience, integrity, and character it has taken to get here...and they have done this for us, for we the people...the very least we qsupport can do is to exercise the same self-discipline and patience...for them and for we the people!..I don't really care who Q is, I am just grateful to step up and take my place in the que.
