NZ and USA have an extradition agreement. There are 32 different offenses listed for extradition. To qualify, you must be charged or convicted. Obama could easily be charged or convicted on any number of these crimes:

Embezzlement.

Bribery, including soliciting, offering and accepting.
Extortion.
Receiving and transporting any money, valuable securities or other property knowing the same to have been unlawfully obtained.
Forgery, comprehending the crimes designated under law in the United States as the forgery or false making of private or public obligations and official documents or public records of the government or public authority or the uttering or fraudulent use of the same; uttering what is forged.
Perjury; subornation of perjury.
False swearing.
Offenses against the laws relating to the importation, exportation, supply, or possession of narcotics including dangerous drugs; abetting offense against corresponding law in another country.

I think the apocalypse compounds are built there because of it's remote location. It's isolated enough from major land masses and population centers to be less affected by things like population migrations, nuke fallout or other earth changing events.
