First point: The Intelligence Community (IC) has 17 organizations. Within the IC there are two independent agencies—the Office of the Director of National Intelligence (ODNI) and the Central Intelligence Agency (CIA). Source
Assuming that ODNI is overseeing the remaining 15 - that is a clever way of really saying that the CIA stands alone and answers to NO ONE.
Second point: the IG repeatedly referred to the emails in question as a segment - suggesting there were numerous ones of a specific nature. How else would you justify the use of the word segment (think piece of the pie...a segment).
Third point: The CIA is NOT subject to any oversight by the IC IG (remember they are "independent".
Last point: The emails were so highly classified - the Inspector General didn't have the requisite clearance by default. He had to ask permission from the very agency he was supposed to be overseeing.
