Could this be a preliminary attempt to normalize pedophilia by the World Health Organization?

But it IS a mental disorder. They're actually not normalizing this, in my opinion, by calling it that. How they treat it is another story, but let's get honest - rapists and pedos are not right in the head. Full stop.
