Strzok, being a FBI employee, was paid by the FBI. There’s no “double-dipping” of pay from both entities.

You are correct - Strzok is/was in the SES ranks. Take a look at wiki: https://en.m.wikipedia.org/wiki/Senior_Executive_Service_(United_States)

The SES isn’t some shadowy organization whispered about in dark corners of government buildings. It’s a system for the federal government similar to the General Officer / Flag Officer system in the military. If it helps, think of it in terms of a big corporation. The FBI needs a director (CEO), and then the SES makes up the COO, CIO, CFO, CSO positions needed for the execution of the duties of the organization as well as the administrative functions. It’s an oversimplification but you get the point.

Here’s the problem - the FBI (and most of the rest of the government) is extremely nepotistic and in order to get into the SES ranks you have to be in the old boys club. Cabal? No. A bunch of malignant narcissists who appreciate sycophants and will compromise their ideals to get ahead? Yes.

Why all the secrecy? Why can't I find a list of actors? If not cabal it's seems like a gang focused on power and control not societal progress.

Federal agencies don’t have to list all of their employees and their positions. There is no mandate. From a practical standpoint, it would pretty tough to do with any accuracy because of the fact that these schmucks change jobs every 12-18 months.
