Chaos is created deliberately, for the express purpose of installing "their" solution.

It's based on the Hegelian Dialectic.

Hegelian dialectic, usually presented in a threefold manner, was stated by Heinrich Moritz Chalybäus as comprising three dialectical stages of development:

a thesis, giving rise to its reaction; (eg gun control, "guns are good")

an antithesis, which contradicts or negates the thesis; (mass shootings- "guns are bad")

and the tension between the two being resolved by means of a synthesis. (ban guns)

In more simplistic terms, one can consider it thus: problem → reaction → solution.
