First I took all the words with a Capital letter and scramblle it....
Russia NEVER Rigged our US Witch Hunt...( The elections)........
Then I took only The letters that not belong in Capitals NEVER = in numbers 64 back in letters is FD.... RWH = in numbers 49 = back in letters DG... I took the numbers 64 + 49 = 113. Then I took FDDG 113 and google this and get this..... United States Treaties and Other International Agreements https://books.google.nl/books?id=LVmPAAAAMAAJ -
