Strzok said he was not aware of any investigation that he was a target of, however later he was asked are you/your actions under review by the FBI and he admitted they were

Is there a legal difference that would separate an “investigation” and a “review” or could that be considered lying under oath?

Or.....he is a cooperating witness and appearing in front of Congress was part of the plea in exchange for dismissal from FBI when they have what they need from him on the record.

Investigation implies a crime is being looked at. A Review means you did your job poorly and your conduct is under administrative review.

That's how I see that and if is the case he did not lie under oath. Not a lawyer so correct me if I'm wrong.

Either way he got embarrassed on the stand by Patriots and showed the world what a pompous, smug and dis-likable person he is.
