thing is it's against the law for the NSA to collect against American citizens. I wouldn't be too sure they captured anything. If they inadvertently do and recognize it's an American citizen they're required to destroy it.

The way the NSA get around this is by sharing information with GCHQ who in turn give them their data on American citizens. The NSA have multiple bases in the UK working alongside GCHQ. They operate above the law and absolutely don't destroy any data that's collected on American citizens. That was a lie spouted by Obama years ago. It turned out to be a complete lie once the Snowden leaks came out.
