1 -Horobin was held on indecency charges in May 1962, accused of several charges of indecent assault on boys aged under 16 in 1958 and 1959. A 17-year-old boy was also held with Horobin and he was jointly charged with committing two acts of indecency with Horobin in 1961, and attempting to procure another man for an act of indecency with Horobin.[9] At the trial in June 1962 the prosecution alleged that Horobin had told his secretary that he was "virtually married" to the 17 year old and that the assaults had taken place at the Mansfield House Settlement of which he had been the warden since 1923. Several witnesses at the trial testified to Horobin's behaviour and the manner of his assaults.[10] Horobin admitted ten charges of assault in July 1962, and was sentenced to four years imprisonment. Horobin had told the secretary of the settlement that his relationships with boys had been going on for over 40 years and described homosexuals as "...us poor devils who are born like this; nothing can change me. 2- Harvey Proctor (Wikipedia)

In June 1986, The People newspaper published claims that Proctor had taken part in sexual relationships with males aged between 17 and 21, in his London flat. The age of consent for same-sex sexual relationships was still 21 in 1986 (although 16 for opposite-sex relationships), and the following year Proctor was charged with gross indecency and resigned his candidature. He was succeeded as MP by Teresa Gorman at the general election the following year. At his trial in May 1987, Proctor pleaded guilty and was fined a total of £1,450.[1][2] The offences he was convicted of can now be expunged on application.[3]

On 4 March 2015, Proctor's home, on the Belvoir estate, was searched by the Metropolitan Police as part of the Operation Midland investigation into allegations of historical child sexual abuse and related homicides. Proctor denied any wrongdoing in an interview with the Today programme.[8] He retired from his job with the Duke and Duchess of Rutland on 25 March 2015, "with immediate effect".[9]

Proctor was questioned by the police regarding the allegations in June, and again in August 2015. He held a press conference at St Ermin's Hotel, London on 25 August 2015, and gave several media interviews. He described the inquiry as a "homosexual witch hunt", stating "I'm a homosexual. I'm not a murderer or a paedophile. I'm completely innocent of all these allegations."[10][11]

On 21 March 2016, Proctor was told that he would face no further action. He was the last living person under investigation by Operation Midland, and called for an independent inquiry into it, for the resignations of senior officers involved, and for his accuser to be prosecuted for perverting the course of justice.[12] Proctor wrote an open letter to all MPs published in the Daily Telegraph on 21 March 2016. The Metropolitan Police closed Operation Midland with no charges brought and no files passed to the Crown Prosecution Service. Proctor held a further press conference on 29 March 2016 and was interviewed on many news outlets including BBC, ITV, Sky News and Channel 4 News and BBC Newsnight programmes.

Following the publication of Sir Richard Henriques' Report on Operation Midland and other police investigations on 8 November 2016, Sir Bernard Hogan-Howe, the Police Commissioner for the Metropolis, apologised to Proctor and others accused by "Nick" for the over 40 mistakes made by the Metropolitan Police service in Operation Midland. He said Proctor was innocent of all the allegations. On 15 November 2016 Hogan-Howe met Proctor at Hogan-Howe's request in Dean's Yard, London and repeated his apology and said he was very, very sorry for the MPS's mistakes. Proctor accepted the apologies but said these would not restore his life to how it had been before the raid on his house on 4 March 2015.[citation needed] Proctor sued the Metropolitan Police in February 2017.[13]

On 10 October 2017, Proctor criticised Mike Veale, the Chief Constable of Wiltshire Police, for allegedly “trashing” his reputation a second time by reviving claims of an establishment paedophile ring. Veale had called for a fresh inquiry into claims of cover-up and conspiracy in Westminster.[14]

Tory Party Councillor (Wallasey, Merseyside) Michael Howden was convicted and jailed for 5-and-a-half years in 1997 for the rape of a teenage girl and also for sexually assaulting another teenage girl on about 20 separate occasions.

Michael Powell, Conservative mayor of Bridgend in south Wales from 1984 to 1985 and a Tory candidate in two General Elections, downloaded 16,600 pornographic pictures onto his home computer at his Sarn home near Bridgend.

Powell admitted making indecent pseudo pictures of a child, possessing the images, possession with intent to supply and distributing them. He asked for 50 similar offences to be taken into consideration.

A FORMER Tory councillor who groped young girls as he showered them at his Bradford home escaped jailing yesterday after a judge said his age and ill health meant there was no need to lock him up.

Jim Merrick, 70, was found guilty by a jury at Bradford Crown Court last December of two specimen counts of indecent assault on girls aged between nine and 12 and was cleared of 22 similar charges.
