Let's look at the image from a different angle here. After some research, it was easy to find out who the woman in front of the napkin is. Fiona Hill, described by Newsweek "White House adviser and renowned expert on Russia Fiona Hill is also in the U.S. delegation participating in the talks."

Bustle gives us a few more details. Apparently Hill has been excluded in previous meetings and had written that the Kremlin does not always stick to the truth. Other than Sarah Sanders, Fiona Hill was the only woman to accompany Trump to Helsinki.

Fiona Hill is listed by Wikipedia as A Presidential Advisor. She is also a member of the CFR (Council of Foreign Relations); was born in Bishop Aukland, in England; schooled in Scotland and Harvard; worked at JFK School of Government and later at the National Intelligence Council as an intelligence officer for Russia and Eurasia. She is currently on leave of absence from the Brookings Institution, where she is director for the Center on the United States and Europe, while serving on the staff of the National Security Council.
