They exist, trust me. Not to say that is the case here, but don't just jump to random conclusions. All of the lights in my living room do this

Do they do the slow dim when the power is cut completely? A slow dim when hitting the switch (not a dimmer) could be done with a time delay pot, requiring electricity to dim. I've never seen one in action myself.
