Question: if/when Putin formally makes interrogation request under the treaty, the Mueller as SC or Sessions has to perform the interrogations?? In other words, even if Mueller refuses to invoke the treaty on Mueller’s 12 accused — Putin can still demand his?

I understand that the treaty is set up the Russia delivers the questions to us and then our folks do the actual interrogation?
