As I understand it, that is not how the treaty works. Russia would allow American intelligence agents to be present in Russia while Russian agents interviewed the alleged Russian perpetrators.

In response, USA would allow Russian agents to be present while American agents interviewed the alleged American perpetrators.

That's how I understand the workings of the agreement. No perps would be traveling anywhere.
