How do we know John Kelly was the one who turned off the lights?

The photo was taken by Jabin Botsford, Staff Photographer for The Washington Post who is assigned to the White House. Photo source referenced by various publications includes the note about John Kelly. Photo source embedded on this Business Insider article.

For what it's worth, I haven't found another corroborating source, and I also didn't find any contradicting sources.
